David Satcher (b. March 2, 1941) was the 16th Surgeon General of the United States from 1998 to 2002. Dr. Satcher served simultaneously in the positions of Surgeon General and Assistant Secretary of Health from February 1998 through January 2001 at the US Department of Health and Human Services. As such, he held the rare rank of full Admiral in the US Public Health Corps, to reflect his dual offices. He also held the posts of Director of the Centers for Disease Control and Prevention and Administrator of the Agency for Toxic Substances and Disease Registry from 1993 to 1998.
